Richard Kirk, CEO
Hallmark Communities & HCC Construction
With more than 35 years in the real estate industry, Rick Kirk has developed and managed over $2.5 billion of student housing and multifamily assets across North America. In 1987, Rick founded Hallmark Communities, originally focused on mid-rise multifamily developments in Columbus, Ohio. These projects quickly set a new standard for quality in the market. By the late 1990s, he expanded into student housing, introducing upscale, resort-style communities that redefined university living across the country. Rick’s expertise spans construction management, contract negotiation, bank draws, ground-up development, adaptive reuse, and mixed-use projects. Since establishing Hallmark, he has built one of the most active development platforms in Ohio and the broader Midwest, distinguished by consistency and a reputation for trusted execution.

William Kirk, President
Hallmark Communities & HCC Construction
As President of Hallmark Communities, William leads the firm’s overall strategy and operations, with oversight across development, construction, finance, accounting, and design. He is responsible for guiding a portfolio exceeding $1.5 billion in developments spanning 9 states nationwide. His responsibilities include investment underwriting, physical due diligence, capital improvement planning, and repositioning strategies for existing assets. William also oversees Hallmark’s construction management arm. Under his leadership, the firm has strengthened its reputation for execution, cost efficiency, and timely delivery across multifamily and student housing projects. Prior to joining Hallmark, William worked with Continental Building Company, where he directed the construction and project management of mixed-use, retail, and housing projects.

Cameron Kirk, Chief Operating Officer
Hallmark Communities & HCC Construction
As Chief Operating Officer of Hallmark Communities, Cameron leads the firm’s core operational functions and integrated workstreams, including new development, construction, human resources, asset management, and property operations. He has played a central role in the company’s transformation from a student housing developer into a fully integrated real estate investment and development company. In his role, Cameron oversees Hallmark’s housing portfolio and leads financial reporting, accounting, cash management, land acquisition, development, and design. He also manages key relationships with partners, vendors, and brokers, ensuring that Hallmark’s operational platform supports growth, execution, and long-term value creation. Prior to joining Hallmark Communities, Cameron built a strong foundation in marketing, leading strategy across several high profile brands.

Michael Cannon, Senior Vice President
HCC Construction
Michael Cannon brings more than 35 years of construction experience to his role at Hallmark Communities, where he has led project delivery for the past decade. His career spans single-family homebuilding, commercial construction, and large-scale multifamily development, giving him a rare depth of perspective across the full range of residential building types. Michael began his career as a single-family homebuilder before founding a framing company in the early 1990s focused on commercial and multifamily projects. In 1995 he joined Village Green Companies as a Project Manager, leading large-scale multifamily developments. He later joined K&E Construction, where he advanced through the organization to serve as President of Construction. Michael oversees project execution across the firm's ground-up multifamily portfolio, and has delivered more than 3,000 multifamily units and 6,000 beds nationwide.

Phil Rowe, Vice President
HCC Construction
Phil Rowe is a construction executive with more than 15 years of experience executing complex multifamily, mixed-use, hospitality, and retail developments. His background across design and construction management provides a comprehensive perspective on the development and construction lifecycle. At HCC Construction, Phil leads construction execution across the firm’s active portfolio, from pre-construction strategy through final delivery. He works closely with the development team and project partners to drive cost and schedule performance, mitigate construction risk, and maintain rigorous quality and execution standards across the portfolio.

Jim Gallagher, Company Controller
Hallmark Communities
Jim Gallagher serves as Controller at Hallmark Communities, bringing more than 15 years of experience in construction accounting, financial management, and operational leadership. His background spans real estate development, general contracting, single-family homebuilding, and property management, giving him a broad foundation for the financial complexity of ground-up multifamily development. Jim's expertise covers budgeting, cost forecasting, financial reporting, system implementation, and process improvement. He has a track record of building accounting infrastructure that supports organizational growth and gives executive teams the visibility they need to make sound investment decisions. He is a graduate of The Ohio State University, where he studied Economics and Business.

PAT MCGUIRE, DIRECTOR OF DEVELOPMENT

Pat brings more than 30 years of real estate experience to his role overseeing development activities across Hallmark's multifamily and student housing portfolio. Since joining the firm in 2010, he has led the development of more than 20 projects encompassing over 6,500 units. His long-standing industry relationships and reputation for integrity have been instrumental in advancing some of Hallmark's most complex and impactful work. Prior to joining Hallmark, Pat held senior brokerage roles where he advised on and facilitated a number of the region's most notable real estate transactions and development projects.

Jaleel Brown, Director of Development
Hallmark Communities
Jaleel leads development and land acquisition at Hallmark Communities, with responsibilities spanning market analysis, site selection and acquisition, zoning, entitlements, and financial analysis. Working closely with brokers, partners, and municipal stakeholders, he identifies and advances development opportunities that support Hallmark’s growth across existing and emerging markets. In collaboration with firm leadership, Jaleel drives opportunity evaluation, capital deployment, and strategic growth initiatives. He holds a bachelor’s degree from Penn State University.

William Tucker, Lead Architect
HCC Construction
William Tucker is a registered architect with more than 25 years of experience across single-family, multifamily, and mixed-use residential design. He brings deep technical fluency to every phase of a project, from initial concept through construction administration. William began his career in 1999 at Dean A. Wenz Architects, where he developed expertise in design, project coordination, and construction documentation across a wide range of project types. That foundation informs his work at Hallmark Communities, where he is involved across all aspects of design and delivery on the firm's ground-up multifamily projects. He earned his Bachelor's degree in Architecture from The Ohio State University and his Master's degree from Southern Illinois University Carbondale.

Justin Cannon, Senior Project Manager
HCC Construction
Justin is a second-generation construction professional with more than 15 years of experience in multifamily and student housing construction. His experience includes managing residential projects across multiple markets, including Florida, Ohio, North Carolina, and Alabama. At HCC Construction, Justin is responsible for project budgeting, scheduling, procurement and buyout, contractor coordination, and project delivery. His experience across each stage of construction gives him a practical understanding of the decisions that drive cost, schedule, and successful project delivery.
